The type of product or service is a big driver.

A simple off-the-shelf item can be bought under the commercial contracting provisions of the Federal Acquisition Regulation… or off a GSA Schedule ACHIEVING AND UTILIZING A GSA SCHEDULE in a matter of days on a small business set-aside contract.

The design and development of a new fighter aircraft, to include writing the specification, seeking industry comment, issuing the Request for Proposal on FEDBIZOPP Federal Business Opportunities , down-selecting the winner, negotiations, clearing protest actions, if any, and letting the contract can take as long as 2 years in my experience.
