I have many clients that are single person small businesses selling to the U.S. Government. They are mostly in the products business and were successful commercially before entering the government contracting field.
Many use a GSA schedule to set up advance pricing and terms and conditions with the government. Once the schedule is set, state and federal agencies can buy from it.
Single freelancers, independent contractors and consultants do not fare as well in the government contracting venue unless they form a company.
