For the most part yes, although from time to time over the last 200 years plus our system has been under duress relative to the values your question addresses.

As a Micro Mentor volunteer counselor (Micro Mentor is a free, international small business advisory site) I work with many in foreign countries who have conveyed “Yes” to your question and seek advice from Americans.

I also work with many 1st and 2nd generation immigrant families in the U.S. who have taken advantage of their status as small, minority and women-owned businesses to succeed dramatically in government contracting.
