Ending the military obligation (or the requirement to register for it) for any country would imply a period of peace and that is good.
Not being prepared for world events that would suddenly end that period of peace is bad.
In my view the military obligation should be combined with other public service options such as the Peace Corps and made a part of every young persons obligation to his or her country for a minimum period of 2 years.
The National Guard and Reserve programs in the U.S. are becoming strained supporting our volunteer forces at we proceed beyond 15 years of warfare against terror.
