No, I do not believe the average citizen realizes the number of employees in government, particularly at the federal level. The Pentagon alone has over 700,000 and it is only one of over 100 federal agencies.
The average citizen may have a better feel for the state level number of employees but probably not from the total count perspective.
Both state and federal are rigid bureaucracies. Not really opposing each other, they have structured “Rice Bowl” missions (both real and perceived) and they protect them diligently. Mixing the rice is a no no .
