The bidding process is only part of the equation.
In my experience those firms that specialize in locating government bids, proposal preparation and submission do not have the total answer, particularly for small business without experience in the venue. They also charge an arm and a leg and/or insist on a commission on the value of the contact award.
The best approach is to locate a consultant who is reasonably priced and who can work with the top management of the company to acquaint the firm with what it must grow into to qualify and perform government work. Realistic bid/no bid decisions and infrastructure will result from this approach and success will be a much higher probability.
