My answer to What's involved with contract negotiation after receiving an SBIR Phase I award?

Answer by Ken Larson:

Phase I, as inferred by the name, is the first phase proceeding through development, prototype and full scale phases later.

Each phase is competed via proposals submitted to a source selection board. If down select occurs, fact finding, negotiation on price and final contract may be the progression.
